Two eligibility tests
First the property. Eligibility is determined by mapped area, and a surprising amount of the Commonwealth qualifies, including many small boroughs and townships within a short drive of employment centers.
Second the household. Income limits apply to the entire household, not only the borrowers, and vary by county and household size.
What you give up and gain
The program allows no down payment, which is its central advantage. In exchange there are guarantee fees, property condition standards, and it is limited to a primary residence.
For buyers with steady income and limited savings who are open to a rural or small town address, it is frequently the strongest option available.
